AI data center growth is driving water infrastructure spending, raising concerns that households will shoulder much of the cost

Artificial intelligence has created an unlikely winner in 2026: the smart water industry. The market is now valued at between $20.74bn and $22.6bn, with annual growth forecasts of 12-14% through 2033. Yet the same boom is exposing a harder problem. As data centres multiply across America, their vast cooling needs are pushing water utilities beyond systems built for a different era.
Keeping pace will not come cheaply. Under the regulatory model used by most American utilities, the cost of new pipes, treatment plants and supply projects is spread across all customers rather than billed directly to large industrial users. Households and small businesses therefore shoulder part of the investment needed to serve AI facilities. In places where water bills have risen steadily for years, that arrangement is testing public patience.
Caught between rising demand and political pressure, utilities are investing on two fronts at once. American Water Works is expanding supply while rolling out smart sensors to improve network efficiency.
Meanwhile, Schneider Electric and Itron are supplying advanced metering and grid integration tools designed to help utilities manage a more complex system. As Suraj Mehrotra puts it, "2026 marks the tipping point where smart, connected water infrastructure becomes an industry standard, not an exception."
Investors see promise where consumers see higher bills. Matteo Facchi argues that water companies offer "a blend of recession-resilient cash flows and secular growth fueled by the massive capital required to address global water stress." That may prove true. But the industry's longer-term success will depend less on attracting capital than on persuading ratepayers that the costs of the AI boom are being shared fairly.
